In Sc is a moped considered a motor vehicle?

Question: In Sc is a moped considered a motor vehicle?

I’m trying to figure this out.

56-1-10 “Motor vehicle” means every vehicle which is self-propelled, and every vehicle which is propelled by electric power obtained from overhead trolley wires but not operated upon rails.

56-1-1710. Meaning of “moped”.

“moped” means a cycle with pedals to permit propulsion by human power or without pedals and with a motor of not more than fifty cubic centimeters which produces not to exceed two brake horsepower and which is not capable of propelling the vehicle at a speed in excess of thirty miles an hour on level ground. If an internal combustion engine is used, the moped must have a power drive system that functions directly or automatically without clutching or shifting by the operator after the drive system is engaged.

Also I’m assuming that a golf cart is considered a motor vehicle as well?

Dual Motor eBike

Prototype dual-motor ebike is tested on one of San Francisco’s famous steep hills.

As I’m crossing the street a mountain bike goes flying by on my left. I follow an older couple for a bit and then get back up to my normal speed. I easily catch up to the mountain bike which is doing about 30 km/h. When I pedal my eBike with assist turned on I can easily go 38 km/h without breaking a sweat. I actually have to slow down to follow with. Too bad the camera’s memory filled up and the video was cut short cause I pass by him a few 100M down the road on an uphill segment. The loud sound you hear is from the electric motor vibrating through the frame. The camera’s mic easily picks up the vibration.
